RULES AND REGULATIONS OF THE GOWANDA VOLUNTEER FIRE DEPARTMENT, INC.

ARTICLE II
Standing Rules
Section 1: The business shall begin at the time stated on the notices, providing there is a quorum present.
Section 2: The admission fee shall be governed by the Corporation, the fee must accompany the application, which sum shall be returned in case the application is rejected.
Section 3: All meetings are to be governed according to parliamentary rules.
ARTICLE III
Purchases
Section 1: The officers and members of the Corporation are forbidden to make any purchases for the Corporation or a Company without the consent of the same.
Section 2: No personal or real property owned by the Corporation shall be sold without a majority vote of the members present at any regular, annual, or special meeting, provided however, that notice of such sale shall have been presented in writing at a previous meeting. All sale of any property must be approved by the Board of Directors.
ARTICLE IV
Dues
Section 1: The annual dues for the members shall be the sum designated by the Corporation. Individual Companies may collect dues as deemed necessary.
ARTICLE V
Fines, Dues or Assessments
Section 1: All fines, dues or assessments must be paid to the Treasurer within the time specified after the same has been imposed.
Section 2: All fines and dues must be paid up by election time in order to vote. Also if not paid, those in arrears will be notified by letter of their fines, and if not paid within three (3) months of post date, will automatically be dropped from the Corporation.
Section 3: Secretaries of Companies must submit a report of their companies dues and fines due them to the Corporation at election time.
Section 4: Any member with twenty-five (25) years active service in the Corporation is exempt from dues and fines imposed for meetings by the Corporation.
ARTICLE VI
Delegates
Section 1: At the April meeting of the Corporation, the President shall appoint a member to represent the Corporation in each of the following: Cattaraugus County Volunteer Fireman’s Association, Southwestern Association of Volunteer Firemen, and the Western New York Fireman’s Association.
Section 2: Each company may select a member to represent them at the Annual Convention of the Southwestern Association of Volunteer Firemen, the Cattaraugus County Volunteer Firemen’s Association and Western New York Volunteer Firemen’s Association, whose expenses shall be borne by their respective Companies.
ARTICLE VII
Fire Rules
Section 1: Second alarm to be ordered by the Officer in Charge.
Section 2: In case of a call out of town, the only truck or trucks to be taken shall be authorized by the Chief, or First, Second,or Third Assistant Chief, or the Officer in Charge.
Section 3: In case of a false alarm, the members are under the same orders as though a fire had actually taken place.
Section 4: Drivers and check-up men for trucks shall be designated by the Captain for each Company subject to the approval of the Chief.
ARTICLE VIII
Board of Directors Rules
Section 1: Rules that are in effect are to be upheld and posted in the Club Rooms.
Section 2: At a directors meeting no business shall be conducted unless a majority of Directors and/or Alternates are present.
ARTICLE IX
Regulation for Uniforms
Section 1: Caps to be the style adopted by the Corporation. Chief’s caps will have a gold-plated badge and cap straps. Past Chiefs shall be issued a silver hat strap upon completion of their term of office. Past Chiefs and all other members will have a silver plated badge.
Shirts to be made after a pattern adopted by the Corporation.
Trousers are to be the style adopted by the Corporation.
Section 2: All members participating in parades must have uniform in a clean and neat condition, subject to the Chief’s and Parade Marshals inspection.
Section 3: No person, not a
member of the Corporation, shall be allowed to wear the uniform or other
equipment of the Corporation unless authorized by the Chief or the Corp.
ARTICLE X
Fines
Section 1: Fines not exceeding five dollars ($5.00)
may be imposed against any officer, for any violation of any order or duty or
conduct unbecoming an officer, by the two-thirds (2/3) vote of the Corporation
at any meeting.
Section 2: Captains, for neglect of duty, shall be fined not exceeding two dollars ($2.00).
Section 3: Members, for non-performances of the orders of the Captain when in performance of his duty, shall be fined one dollar ($1.00).
Section 4: Disorderly behavior at a meeting or fire shall incur a fine of one dollar ($1.00).
Section 5: Fine for non-attendance at the annual Inspection and parade for which
due notice has been given shall be two dollars ($2.00).
Section 6: A fine not exceeding twenty-five dollars ($25.00) may be imposed against any member for removing any tools, equipment or apparatus out of the Firehalls or Corporation property at any time, other than at the time of an alarm or scheduled event, without the permission of the Chief, First, Second or Third Assistant Chief, Captain, President or the Directors.
Section 7: A fine of five dollars ($5.00) shall be imposed upon any member for defacing or injuring any property of the Corporation and renumeration to the Corporation for any damages incurred.
ARTICLE XI
Meeting Nights
All meetings are monthly in frequency unless notification of a change has been
published.

ARTICLE XII
Amending the Rules & Regulations
Section 1: The Rules and Regulations shall not be amended unless the amendments be proposed in writing and posted at a regular Corporation meeting. The proposed amendments shall be voted upon at a Corporation meeting for that purpose, one (1) month thereafter and adopted by consent of two-thirds (2/3) of the members present.
